I notice it stuffs certain moves as well, say for example, you are fighting a Mileena, if they do a wake up roll or teleport kick when you are next to them. I have had them successfully grab them out of startup and do the damage. The f1 will just get you hit if they roll and you'll both just miss if they do the teleport kick. At least I've noticed that from my experiences vs Mileena.
