Yes in that way it would be fine only for 6 sec, but having permanent mid hitting fans considering she can get 30% ++ from an air fan if someone jumps it would be too good.
Well I'll say this, if she get F2 as an overhead, Kitana is gonna shoot from bottom tier, to top tier. If she get's a mid hitting fan she will move to mid tier. lol
If I had to guess it's that he's talking about my boy Ajuiceman. That's his PSN. He was like top 2 or 3 on the leaderboards.

With her damage out put yes I do. She get's most of her damage currently from people making mistakes and sloppy play. The fans are an annoyance nothing more at the moment. As I stated 1 overhead opener which you will land = about 21-22 blocked fan throws. No one is gonna block that many fans. She will get outzoned by Kenshi, Scorpion (in Inferno a trade), Sub-Zero, Quan Chi (Warlock), Tanya (Pyro or Kobu Jitsu) Kano, Liu Kang. She almost loses but doesn't to Marksman Erron, Jason Slasher.

Jackie has a lot of safe strings, great meter building game, decent low skill zoning, quick and safe pokes... wtf man
Because he sucks... all the top players have dabbled with him. Can't say that people don't know anything about the character. They do, and he sucks. F/T and Reptile have players standing up for them because they aren't as bad as people say. Kitana has had a lot of good players play her and they say she sucks. Hence like I said earlier, Goro and Kitana. This shouldn't even be debatable.
Who has dabbled with him exactly? Do you have names?
Every character has a skill set and some tools, what has that got to do with how many bad match ups they currently have at this point in the game's life? Because, that's what defines the best and worst characters, how many match ups are they disadvantaged or unable to use that skill set or how many match ups do they ruin the other character?
Jacqui certainly isn't bottom of the tier list, at least not in Full Auto, She has great damage, good mix ups, good zoning, also has pretty good strings as well. 1212 all being 0 on block create some nasty mix ups. Only thing she suffers from is T-rex arms syndrome. Bottom of the tier list? I don't think so. Mid tier sure.
