Well, since a lot of people mentioned animation. Obviously, it's about distinguishable frames of animation, not entire startup. Say, MK9 Sub's b121/b124 or Kitana's kicks/fakeout aren't that easy to react to despite moves being slow - they have a lot of similar or even identical frames in them. Now, it's not really a mixup (kicks are high, third hit of b121 doesn't hit overhead either), just used it as an example.
