I think the point everyone is trying to make... is that the character's tier is based on the move-list, the meta-game, and the characters tools.

A character's tier is not based on their popularity.

tier list is based on being generic and being good in rushdown and zoning. Just by looking how they fight in comics you know who they will play.

I honestly can't tell if I'm being trolled or you're serious. The point is they could have made Lobo both zoner & rushdown, which according to you is all that's need to be top tier, but they didn't. So who's to say they wouldn't do the same with Red Hood? He could end up playing like Harley Quinn for all we know.
