I think you still need a Green Lantern, The Flash, and Cyborg(Was a Titan, but also a League'er.)

For the Legion of Doom, I think you'd still need a Lex player, a Killer Frost player, and a Sinestro. Possibly swap Harley for Joker.

And I think that covers the "main" Justice League/Legion.

But that's just your "base" Legion and League. There have been countless variations.
