Question Throw into Electrocute

A few hours ago i was playing a Raiden on Fightcade and he hit me with a "combo" that went like Throw into Teleport into Electrocute
And i forgot to ask him about it but is it a true combo or just a gimmick i can jump out of?

The Shocker is blockable, but sometimes Raiden can land another throw after a teleport if lucky.

You can combo Throw - otg Shock Grab in corner if the Throw interrupts opponent's move/special move
