Theory about black manta being in injustice roster

So i don't know if anyone else has speculated this but I've been skeptical about black manta being in the game because he is part of the transition in Atlantis. However I was thinking they could bypass this by putting aquaman in his place if bm is picked on Atlantis. Making it much more likely for his inclusion. What do y'all think?

Just gonna say, a transition is not the same as being part of the background. That being said, Manta is in the game.
