There should be absolutely no debate as to whether or not Rain is in the top-5. It's pretty clear -- at this point -- that he's not even close. Sure, maybe he's got the armor to make a solid argument for top-10 but even that is pushing it. Now if they actually made 4-3~Roundhouse naturally combo and made his D+3 +2 on hit instead of -2, then you might have a case.
I'd hate to turn this delightful thread into a tier debate but I feel like the top-10 or 12 is pretty set:
-1- Kabal
-2- Kenshi
-3- Sonya
-4- Freddy Krueger
-5- Kung Lao
-6- Smoke
-7- Johnny Cage
-8- Kitana
-9- Jax
-10- Skarlet
No chance Rain is top-5, in my opinion.
