You want a character that does everything high tech Jacqui does without her weaknesses? Pick FF Liu Kang or SQ D'Vorah. High tech is high skill requirement for very low reward.

Honestly the reason you don't see more Jacqui is because she was clearly released as an unfinished character. Not only that but in every case, there is a character that does what she does in all of her variations better than she does.
