Every list I've seen has been different. Akuma is banned tier, high tier seems to be mostly Sim, Vega and Balrog, low tier is Blanka and Cammy and then everyone else scrambled in the middle.
HD Remix is completely different, you would have to go ask David Sirlin what the new character placements are :
