Here's my guesses

Kitana and Rain - I see them more than any other characters repeatedly brought up on Ed Boon's twitter.

Ermac - There's a "leaked" concept art of him that looks scarecrowish.

Kenshi - Characters are put in DLC for a reason, fan demand. Plus picture Kenshi 25+ at about age 50. He'd yell at you to stay off his lawn but still be a badass old swordsman that can kick ass.

Noob Saibot - Even though he exploded, my last belief is he died for good. Before Deception, Scorpion was ripped apart in a soulnado before appearing in the heavens. I think Noob Saibot's gonna be the wild card to the story this go around. Maybe being an Elder God's champion death type character or appearing in the Chaosrealm like his ending.

Quan Chi - Heavily involved in what's going on.

But i think Tanya will be revealed next if is not a total new character, it will be her, or Ermac
