21 frames can't be blocked on reaction?
On paper it looks like. 21f for an overhead coming from a jump distance is fast to me. Just answer me "yes" or "no" if you can do it against someone offline.

What makes shazam not that good is that he doesn't have any low except b123, d3 and low command grab, so at a certain range the opponent doesn't have to crouch (torpedo MB, b2) and b23 becomes purely a whiff punisher or YOLO move. That's why I'm agree to make it safe, but don't make it plus.

Right you're all dumb. B23 being plus 3/4 doesn't break him at all. He has a hard enough time getting in as it is, and using b23 to check your opponent will currently just result in a full combo punish.

Shazam's grabs, you are all forgetting, are FULL combo punishable on whiff!! He has NOTHING safe, NOTHING.

HM full combo (-21)
AC full combo (-21)
Teleport on wakeup full combo (-9)
Teleport full combo (-9)
AT full combo (-12)
22 can be interrupted for full combo
F223 can be ducked for full combo
F12, first hit can be ducked for full combo
Then don't get me started on the uselessness of his projectile. Esp MB

b23 being +3/4 should be a minimum

f22 is safe, 22 is safe, f12 is safe (first hit is high, fortunetly, second hit is overhead +2 on block), b2 isn't that unsafe because it's like Flash's charge : people are scared of the follow up (b23) and you can cancel b2 with a teleport btw so it's safe.
Torpedo is kind of safe. A teleport being -9 looks ok especially if you land far from your opponent.

So I'm not agree about b23 being +4.
