I am not sure that I understand this match up chart.
Do you think that Shang Tsung beats characters like Homelander, Kenshi, and Sektor?
Yes. Or they are at least very fun matches with slight advantage.
Sektor can't really zone effectively without getting launched for 25% minimum. His up close game is better.
Homelander only uses Ferra and Ferra gives Shang a tic throw off of any normal (including any of the first 4 hits of his mid string) which converts to a full combo with Mavado and other Kameos. Homelander also can't play lame vs Ground Skulls.
Kenshi has to come in, vs Mavado every movement is a risk and he is not a character that punishes ground Skull. I can also upblock the overhead Ghost and punish anywhere on screen if he chooses to play that game. Other Kameo options offer +OB launching armor which causes problems for his Sento game.
