Raiden v3 has a move -14 on hit. Htf does that work. Literally no matter what if he uses that if your close enough you punish regardless?

What move is it? The only things I can think of are it knocks them full screen or it can be special cancelled and is intended to be so.

The video I saw was him use it and get insta fbd on hit by Jax. Meaning he couldn't respond with how quickly it came out I'll see if I can find it I'll link it

The only moves I've seen minus on hit knockdown historically in NRS games. Which to me doesn't make sense because there would automatically be get up frames making it plus????
