Just downloaded the iOS Injustice game, OP's post is right, except these:

Regime:
Doomsday
Solomon Grundy
Catwoman
Cyborg
Bane

Insurgency:
Joker


No love for Insurgency. Raven, Ares, Killer Frost and Aquaman aren't on the iOS game. Hopefully, many Regime characters will join Batman in the proper game.
