For example, Lao's low-hat regenerates very quickly, almost as quickly as you can use it. His Spin regenerates much more slowly. If you use a Low Hat and then use Spin before your bar has regenerated, then it will regenerate at the Spin speed, since it is slower. It will maintain this regen speed until it's completely fully, meaning any Low Hats you through before the bar has fully regenrated will have the slow regen speed of Spin.
