Proof of block start-up/recovery frames?

I've noticed this happening a few times. I get hit when trying to flawless block/avoid chip damage from a high projectile while ducking and just pressing/depressing block button. Here in the video I depress block right as Lao's hat is about to hit me. Also happens when pressing block from neutral ducking. Or am I missing something?

It's not a blocking start up thing, it's a hitbox thing:

Standing Hurtbox while Crouching

Key word - annoying. But it did also steal some games from me.
