Yup. I would assume it is a thing on any move that launches. Unless that move puts them into a restand like state befofrehand

Has anyone ever noticed when mileena does her ball roll into a clone and is frozen, you usually cant back 2 her? almost every mid subbie has whiffs in the state except a throw which isnt a mid

This hurts Goro alot, his F4 is now +4 on block and is his only OH starter, which he can only combo off in the corner. But since this problem exists he cannot combo if the opponent is ducking. So the only way he can combo off of his only OH starter is if they just do not block.
