You can grind out custom kombat and actually be able to lab this question out, I think.

In Street Fighter you could win entire matches using nothing but normals. I can proudly say I've been called a "runner awayer bitch" for winning a match using nothing but Adon's standing round house.

Why would you exclude Kotal?

i feel kotals normals are very good but without his variation tools i dont think he can complete with these mentioned above.
i feel one of the reason kotal is so good is that his normals and specials really work for each other . i just dont feel that they would be on the same level as the others. so with no sword, no cancels, & no buffs, i just think he would be very predictable. kinda similar reason why before most ppl didnt shine light on BG until the totem meta was better explored. .

but JC, LK, kotal would def be following if i were to continue the list. .. well so i guess you could put kotal to come next but i think that hes a slight step down from the first 5 ppj put.

plus Kj standing 1 dosnt really give a crap about anyones ji1 lol

Reptile since he can get decent damage off the over head with out using any specials, yeah damage isn't everything but everyone else will be getting 10-12%with each hit and reptile will get into the low 30's with each over head connected

well not many characters can compete against a 9f b1 mid and 10f f1 mids, or 6f d1 and d4. Like KL hasa much harder time against him, and you cant always d4 at -3 or start your 11212 counterpoke shenanigans, you have to respect more things.

for the BG stuff, i think ppl started using him cause obsidian totem got buffed, every trade is in his favour pretty much.

Not enough Kano in this thread. Kano's b1 is pretty much the exact same as Kotal's b1 lol. Both are 9f mids that are -2 on block, range is about the same. If anything, it's better since it has like no recovery. Kano also F4, D4, B2 in Cyber and a +25 d1.

2. cassie (b1 controls so much space, great walk speed and she has oh/low and low/oh strings)
3. sonya (same as her daughter but less space control on ground in exchange for better j.1)

I know next to nothing about jax and reptiles normals so i wont comment.

honorable mentions:
liu kang: walk speed combined with b12, f44, f12 and d3
dvorah: a few of her normals has no hurtbox
piercing mileena?: her sai normals looks like a great footsie tool
kano: great set of normals
ninjitsu scorpion: sword normals
kung jin: for the reach on his bo
outlaw erron?:21122 string, njp, oh/low and low/oh strings, hes probably the only character with a full screen projectile thats a normal.

It would be easier to hypothesize who would be the worst.
There are a pretty decent amount of characters whose standalone normals would get them far.

Kotal would have to be tops, though.
After that would be some combination of D'Vorah, Liu, Kung Jin, and either Jax or Reptile.

Ok, important question here. Does Venomous D'vorah still get venom stacks off her normals? If so, D'vorah should be taken into even higher consideration.

Otherwise, still gotta say Kotal. Too many advancing launchers. Are throws allowed? He has a pretty good one of those if they are.

Yeah this is 100% the only right answer... A-List Johnny's Cancels are technically his normals.. He keeps a solid amount of his pressure with F3[4] and 12[1] and still has one of, if not, the best, D4 in the game. Only problem is he cant end in nutpunch, so I guess he just ends in F34 or something instead. He also has one of the best advancing mids in the game in F3, which can actually combo in A-List...

He's the right answer to this thread... but if you consider his cancels as "special moves" (which you shouldnt), the answer is probably Kotal. Reptile can't do much midscreen without specials, corner hes scary af but without slide, they'll never end up there.

You would just choose LK because he is the chosen one! Kotal has the best with just normals, that is why Blood god is still be good, it is essentially variationless, till you start with totems.
