Mustard and I have played on a preview build back in October at a convention.
In Ninjutsu, Scorpion's vortex seems very strong. His godlike F2 launches, where as other variations didn't seem to combo from an overhead. It can be spaced to make safe like in MK9, but even more so due to the attacks range. You can B3 to hit low, but go into EN Tele rather than just a standalone spear which will full combo like it did in Injustice. EN Tele would combo into neutral jump 1, JK tele into 1,1, spear etc.
I'm think Scorp could potentially be VERY good in this game. But it was from a super old build. Who knows what's safe on block etc at this point. Very footsie based variation though for sure.
