you can tell on paper a character is top tier just like we guessed every single one in inj2 straight from the begining we knew deadshot,aquaman and adam were broken. on very rare occasion and at the end of the game lifespan you can get sometimes another high tier just like Liu in mkx when some players like ninja killa played him at the highest level possible. how do you think Sonic picks his characters ? by the character tools and frame data simple as that.
i come from pro level counter strike it doesnt take you years to understand weapon match up if you peak at a awper and you have a glock its a 1-10 mu.
