5. ALL CHARACTERS must have at least one guaranteed escapable wakeup attack. NO MORE having some characters with 2-3 nonpunishable/safe wakeups while others can have their wakeup attack shut down by a simple poke or a special move.
6. ALL SPECIAL MOVES punishable upon block. NO MORE select characters with safe specials while other characters specials get hammered/shut down upon block.
7. ALL CHARACTERS special moves must be able to deal with ALL other characters special moves from all angles.
