It means that now you have to spend a bar to get the frame advantage from doing the buff that regular buff did before. As a ff player I think it was a fair change, it now requires meter and can only be done every 10 seconds.

Can someone explain the D'Vorrah change?

Basically what happened last patch was they accidentally made her 112 and b1 WC combos a 1-2 frame link, this change should make them almost how they were before(still hard, but not as hard as possible) if it does what I think it does.
