He's never been notably exceptional(at least not to the point of having a "throne" as in the best in the game) in any game, at least I don't remember him being.

No, you're just a fucking troll. Wishing any character be "average" or whatever bullshit you spouted shows you have no interest in having a balanced game.

What you should really be wishing for is character equality among everybody. Either way, Scorpion being damaging or less damaging won't matter when he ends up having the tools to whip ass with. I promise you that he will. It's already clear as day.
