I very seriously doubt it. If your processor speed is only 1.3GHz, then that's highly unlikely going to run the game.

Just go to http://www.systemrequirementslab.com/cyri, type in the name of the game and go from there. It will tell you whether or not you can run it.

It says my cpu(1.3) is to low but everything else meets the requirements? Can I Play it?

I doubt it, I can run mine on max and honestly I wouldn't chance even running it on a computer that wasn't pretty good because I just wouldn't want the hardware to impact the connection at all. One less variable if you can eliminate hardware concerns.

Yeah, main reason I'm buying it is that my job has a lot of down time where I'm kind of left to my own devices while I wait for something to finish rendering or get feedback. Lately I've actually been booting up super turbo, but this will be a lot more fun.
