Cage would probably win that match 6/4. Mileena can zone him, which is Cage's only flaw, but EX Shadow Kick can go through Sais. He punishes her unsafes hard with Splits Kick (B+3 I believe). He's just a better character really, but the one redeeming quality she has is her low hitbox allows her to escape a few of his frame traps. D+3 will interrupt things most characters can't break through. Not 100% sure on this, but if Cage's Regular Shadow Kick beats Mil's frame traps than it's even worse.
