Strategy Low starter (b11) vs low hitbox characters

As most of you know a max range b11 the second hit will not connect vs everyone if they are crouch blocking but vs low hitbox characters b11 on hit cannot be followed up by another b11. Unless the follow up b11 hits the second hit will whiff allowing you to be full combo punished.

Catwoman
Joker
Hawkgirl
Shazam
Green Lantern
Batgirl
