Nope. In the one scene he's in a standoff with Kotal, Reptile, and Ermac capturing the kids. In the other, he's escorting the kids in to have an audience with Kotal. In the last he's marching through the streets with Ermac and Kotal's army, probably looking for Mileena.
That's not Kotal's Army. That is Mileena's army.
The dub over is a red herring, those shirtless skull head dudes are seen helping kotal throughout the entire trailer. They are his troops.

Nope, kotals. Look at the scene where kotal and mileena fight, skull guys fight tarkattan. Also, when kotal and kano talk, they are in the big carriage being pulled by those guys.
You can also see them, Kotal, Reptile, Ermac and Erron surrounding Cassie and friends in the bloody jungle. I do really hope on of them is playable though. Maybe that one who comes down into the belly of the ship is significant.
