I put the AI on reversal EX buff and found he can buff on the last hit of these strings. Some of these strings follow ups will hit however.
E.G: Kano can buff Tanya's B3 1, but the 2 afterwards from the Pyro variation of the string will hit.
SK = Specific Kombo.
Jason: 2 4, F2 1+3.
Slasher SK: 2 4.
Kung Lao: F2 3, 4 4.
Jax: 1 2 B4, D1 D2, 2 3, B3 D2, B3 4.
Wrestler SK: F3 1+3
Sonya: B1 4, 2 2, B3 3 ( But only at max range of the move).
Kenshi: 4 4 1 ( The 2 afterwards can be blocked).
Kenjutsu SK: 1 1, 3 2 2.
Kitana: F3 3 4.
Mileena: 2 1 U4, B3 4, F4 4.
Ravenous SK: B1 2 1+3.
Piercing SK: B1 2 1+3.
Takeda: 1 1, B2 1 2+4.
Cassie: 1 2 1, B1 2 4, 3 3 2.
Kung Jin: F2 D1 U2.
Shoalin SK: 2 2 1.
Tanya: 2 4 3, B3 1.
Kobu Jutsu SK: 3 2 1.
Shinnok: 1 1 2 3,
Kano: 1 1 2.
Cybernetic SK: 3 2+4.
Erron Black: B3 2 D1.
Liu Kang: 1 1 3, F1 2 3, 2 B2, F4 4 4.

The AI was unable to reversal buff anything from: Scorpion, Sub-zero, Jacqui, Kotal Kahn, Ferra/Torr and Quan chi.
Kano can buff the final hit from Johnny's 1 2 1 and F3 4 in A-list if they are delayed a second by Johnny, although I doubt this is useful. Kano can also buff the last hit from Fisticuffs' B1 2 1 but the following punches will hit.
I'm aware that these aren't all of the possible buff strings as I didn't test the ranges for some, For example Raiden's 4 4 can be buffed at a certain range but at others the last hit will whiff and Kano will EX buff or at point blank Kano will block both hits. If anybody finds some more I will put them in. Hope this is useful for the Cutthroat Crew.
