What am I supposed to do to beat this dude with plot armor.

Am I supposed to just get those health boosts and keep using them until the timer runs out?

I don't have any health boosts left, where can I acquire them?

This final Raiden fight in the first tower of level 23 is broke AF.

How do you get health replenishes because I haven't had any in a long time.

Try playing some of the other towers that have konsumables as a reward and hope you get what you need. That or you could use the Krypt chests/forge.
