Eh, I have mixed feelings about bombs being mid. If they make bombs a mid, make the chestsaw an overhead. I feel like that would be a decent balance. But the HTB shit should flat-out be removed.

Or what about only allowing Air Bomb to come out after Net connects? Would it help the BS while still letting Cyrax do Bomb combos post-Net?

Except for the fact that you still have the mindgame on wakeup that you have armor, i have used armor so many times with cyrax on wakeup because of people thinking "Cyrax has no wakeup".

It's also possible to escape using X-Ray moves that have 2 hits of armor or more

That would still allow Cyrax to do the low bomb/B3D4 setup, but at least get rid of the low bomb/B2 stuff. Sounds good to me.

They should make it so when you fall down from being in a net in the air, you should be in a knockdown state after you touch the ground. Instead of a restand.

That would stop him from having such strong setplay

I agree with this completely, this is the only thing that is a bit too much. Other than that, he isn't that much of a setup character, not nearly as much as he was in MK9. His ex bomb hard knockdown setups require you to commit into net for a combo, the low bomb into b3d4 setups you just block Low Oh Low (and no he can't delay it because then it isn't a pop up), all of his low bomb setups are without hard knockdowns so you can always roll and full whiff punish him...not to mention the execution and space awareness required to do his stuff.
He is completely fine, minus the grab setups, but they are also crazy hard and inconsistent because u have to roll and do his funky 11 into net which rarely works (especially on small hitbox characters).

Agreed... roll>11-net is inconsistent, but he could wake-up ex-saw or ex-AA-grab instead. Costs meter, but seems rather fair.
