Because he's fucking stupid. You defeat him by making him run into a wall over and over again and he just doesn't seem to have any intelligence in general. I have the same problem with Injustice's Bane. He's voiced by the same guy and I hate that charge move he has. Seems like something the Rhino would do after you dissed his mom or something.
