You know what I'd like to see? Keep the resets but cap the damage any character can do to say 55%. That way, if someone wants to show off or troll, they can do the full kombo and have fun but the incentive is there to not do them because they know the damage is capped and all they are doing is wasting time by completing it.
How would that stop Cyrax or Smoke from doing massive damage? When Cyrax does a reset, he doesn't do more than 55% (usually 47%-53%) in a single combo. The reason they do so much damage is because they are essentially getting 2+ combos guaranteed. It's not like Cyrax can do a 1 bar 85% single combo, it's 2 back to back with no chance for the opponent to escape.
Nobody tbh, it would have to be 3 or none for me. Sonya Kenshi and Kabal all kill the metagame to some extent, so either you remove all three or keep all three. If you removed top 2 (Kenshi + Kabal) Sonya only has Freddy to contend with, and once he's in she does well.
To a degree yes, but the way Capcom goes about that probably isn't so feasible for a company like NRS. Capcom releases multiple versions of the same game more often than just patching, and they can do that because they're a much bigger company that at any given time is working on multiple games and they publish them themselves so they don't have to answer to anyone. Thats not true of NRS, they just can't afford to spend as much time on the same game like Capcom can.

quite true, nrs will need to get bigger and have more money, but one thing for sure that doesn't excuse is patching the game multiple times early. They need to not do that in injustice and any other future games they make.
