it does work on everyone. someone in the general discussion tested it, the timing is just much stricter.

reliably depends on each persons execution. if someone has good execution then its reliable for them.

I've tried these things before in practice mode and they never worked maybe I was just using it on a small character or something

So I have another question, if somebody blocks my d1~trait, am I at enough frame advantage that they HAVE to block my next attack?

Yes, a 22, sweep or throw.

I'm a little confused. It says that B23 has a follow up of D1 lightning hands. Doesn't this stop a backdash attempt after the F23 is blocked? As in, you try to backdash and get nailed with the F23 for your troubles?
