How the hell do I meter burn the attack in MKX

im in the tutorial. ive meter burned everything in injustice perfectly it's really easy. in mkx it tells me to meter burn like 'ok no problem' hit r2 and it just doesn't meter burn at all. Trying it on scorpion's teleport and also spear. I've tried hitting it at the same time as the 3, after, before, same time, spamming it, and nothing works. What the hell do I do.

put the input and then block at the same time

Just press R2 at te same time you press 3 (db3)

Some of them can be meterburned (enhanced) while doing the special, some other at the same time, and for example Torr&Ferra's charge, you can do both.
