cuse i know online its not reliable i get hit with lows so offen when i hit block down

Online nothing is certain. Sometimes wakeup moves dont come out as wake up either so you cant say.

Block is instantaneous if you are allowed to block when an attack collision happens.
Pressing block for 1 frame and instantly releasing sticks you in place for 10 frames (where you can't move but you can attack cancel in the first 6 frames of the block).
standing to ducking block is also instantaneous if you are allowed to block when an attack collision happens.
