Question How come ice blast has no chip damage?

Because it would be undoubtably broken. Sub would become the stupidest character in the game, because he could sit behind clone and throw ice all day, slowly chipping his opponent to death. An opponent wouldnt dare try to trade due to the fact that iceblast also builds meter very well, so ice beam would always be a threat, plus he could slide anything with the new slide buff, so every opponent would sadly have to watch their life slowly disapear. Except freddy.Lol.

It could still be ducked. I wouldn't see it broken at all. As long as it doesn't give pushback on block.

I think the biggest reason he doesn't have chip damage is that Sub-Zero would then become an excellent zoner, whereas NRS wants him to be a rushdown character. This is also likely the same reason why Stryker doesn't have any safe combos.
 
It would be extremely broken. But you wouldn't notice that it was extremely broken until you played a good Sub multiple times and realized he would take you down to 20 percent or so, and then Ice clone snowball zone your ass to death, while you can do anything but make a risky read.

To be honest, he can still do that now. He just winds the clock down instead.
