How Are Top Tiers Born?

This only counts for Alien right now. The rest climbed up the ladder due to the recent nerf hammer.
I'm talking on release a good portion of DLC characters are top tier wether they stay that way through the games life is another story.

I mean Tanya, Predator , Tremor were top tier for awhile. Triborg (was top tier) Alien. Jason might be up there now.

Martian, Batgirl, Zod, Scorpion (at one point) were top tier in Injustice.

I would like to preface this with the fact I am not looking or interested in debating Top Tier Characters in this game. I am not attempting to begin or further any existing witch hunts, nor am I complaining about any character in particular. All I'm looking for is to have a civil discussion with peers regarding the creation or maintaining of Top Tier characters and the thought process behind them.

Now, it is no secret that certain characters throughout the course of this game have either come out of the gate very strong or have been made that way through patches/hot fixes. Examples of original higher tier characters would be the likes of Quan Chi, Raiden, Kung Lao, Jax etc. Whereas there characters who were made stronger over patches such as Takeda, Kano, Ferra Torr.

Some characters such as Scorpion, Raiden, Quan Chi as mentioned launched at higher levels and were then nerfed in some way. While others, D'Vorah, A-List Johnny Cage, Jax, were released at a higher tier and have either been further buffed in some ways, or left alone for the most part. What I'm mostly curious about is Why? To reiterate I'm not asking for any of these characters to be nerfed or 'normalized'. Though what is the thought process behind it? Are there some characters who are chosen to be top tier during the development process? If so is it a random choosing, or is there a purpose behind it? Or, does it just happen at random. Characters receive adjustments that Colt or another power determine are necessary and voila, you have a top Tier character? If a character remains at a very high level or is over buffed (in the opinion of some not all) what is the deciding factor to let the character remain as is, or be adjusted?

ex: (Not a witch hunt) A-List Cage is a very potent character in the right hands. Great D4, plus frame ex fireballs, a re-stand and multiple jailing block strings. A-List from what I know has been the same way he is now for some time, yet no adjustments were made to him like they were to other FBC type characters (Liu Kang, Erron Black) Was he originally planned to be this way? Or was this just his accepted nature at this point in the game?

I may never receive answers to these questions directly from NRS, which is fine. Though I'd be fine in talking with those in the Community whose roots in this franchise or others run deeper than mine.

Simple. A top tier is born when a variation becomes a whole character and therefore can deal with more matchups

Examples
1) vanilla raiden had 6 fr mid f1. Thunder god was a variation he could combo from it. Master of storms should place 2 ords in the stage to create active hitbox, thunder god needed one bar for his projectile. Displacer should teleport to get through obstacles like clone, thunder god whiffs a move and sends sparks multiple hits from a distance

2) Sun god has an ex command throw as the only defensive option while war god has 4 different armors, end up having wake up mixups. While still maintaining a projectile AND sun ray

3) warrior being a close up character even with the buffs still has just a safe mid to cancel strings to, when HQT being a zoner can mix you up with his special and even cancel that too to continue pressure

The list could go on

Most of the time imbalance comes when playstyles revolve around a special. Something to be used both on hit and block (toning down hit confirming) or by having cancel option and pressure more

and end up eventually getting nerfed by changing numbers frustrating the players that need to adjust to new timings

The solution is: If they want variation system to work they have to give AND take things from all variations

It actually comes down to something very simple.

Can they do something that shuts down what everyone else does? If yes, then they are S+ tier.

MKX is pretty balanced, so we're left breaking down matchups. It should be seen as great improvement.

Oh yeah, you are absolutely right then. Doubt that Jason is top-tier but like I stated earlier Alien is and I agree there.

This is how it usually goes in fighing games. There are only a hand full of players at the top who truly know what the fuck they are actually talking about when it comes to the games balance. Everyone else is misinformed by their own sub par playing. And there are more of these sub par players and so their voices get heard more. And any of these average players could beat anyone from nrs. So nrs really doesn't know what they're talking about either when it comes to balance (they know even less), but they are the ones who balance the game, and so u get a shitty ass unbalanced game instead of every character being viable.

Top Tiers are born by five basic categories given to them at design and carried into game launch.

1. Having more than one combo that is a 2 hit low-mid-combo that can go into cancel/specials with no gaps.
2. Having a starter combo that offers the mixup choice to end either in a low or OH hit with no gaps.
3. Fast normals that can hit low and overhead and cancel into specials/launchers.
4. Fast walkspeed.
5. Safe specials.

Examples = Sonya and Kung Lao
