Ok, before people post I just want to make it clear that what I mean by "obviously inspired" from SF and MK, I mean similar in a few ways....(not just the 2D gig in some cases)
We all know SF was the first fighting game that inspired others in general, but this is different. This thread is for the fighters that TRIED to be SF or MK more or less but implemented differently.
Example, traits that would instantly make you say oh this is similar to SF or MK but a little different but same concept lol.
Well, after thinking and doing some research of my own I've come to the following choices as obvious fighters that are somewhat similar to SF and/or MK in some ways...

Street Fighter-like games/fighters:
SNK/Neo Geo games in general will be here- Obviously a clone of SF and with characters like Ryo(character who looks like Ken/Ryu and later ironically Dan being created via inspiration/biteoff of that character and another from SNK was created lol. Similar anime style etc. I thought this article was rather interesting how they played off each other...lol and dan being a jokey character.

Fighters History-A game that was more or less an obvious biteoff of SF, similar graphics, gameplay etc, etc with even similar animations.

Fatal Fury-Being more or less the first SF inspired biteoff, similar style, graphics etc received alright but obviously no where near SF's level.

King Of Fighters-Again, game concept nearly identical to that of SF, fighters from around the world come to fight, similar looking characters, storyline, animation, look etc, etc
Art of Fighting-Pretty much the same as KOF more or less.
Marvel vs. Capcom series-Made by Capcom yes but more or less same engine with Marvel characters, super meters etc no doubt inspired by SF before it.
Clay Fighter-This game was voted by EGM back in 93 as "best SF ripoff" for it's humorous ways lol (this will also go under MK category shortly for reasons explained)
TMNT:Tournament Fighters-A cool game for both NES and SNES, and Genesis the main one is SNES overall as the most known I'm sure but also the most fun I believe and similar to SF in some ways, with meters, similar kinds of fighting but unique as well....
Killer Instinct-This game will also go under MK's for reasons explained shortly. But for SF, it had some similarities such as Jago shooting a fireball and saying "Sha Hado ken" or something along this lol, as well as an uppercut similar to Ryu/Ken's as well....the gameplay is different then both SF and MK but other things in it make it obvious it was inspired by both games.

Justice League:Task Force-The wiki says it's inspired by both SF and MK, but more so SF from what I gather.

Mortal Kombat Inspired Fighters:
Killer Instinct-Ok, well for more or less the obvious reasons....another popular (at least at the time)fighter at the time to have blood, and their version of "fatalities" no doubt taken from MK called "Humiliations" with a No Mercy bar in order to perform them, they work the same way as MK's fatalities at the end of the match you have a few seconds to "finish off your foe" with a "Humiliation"

Samurai Showdown-The direction in terms of art style and gameplay somewhat may be similar to SF, however in terms of other aspects no doubt inspired by MK with having blood, M rating and having finishing moves of their own where you can kill your foe in a brutal fashion. Also has weapons.

Eternal Champions-Although a Cartoony as ever look from Sega, the game was violent, had blood, stage traps similar to MK and fatalities of their own referred to as "Overkills" No doubt inspired by MK.

Thrill Kill-Much like MK caused a lot of riff with controversy, violence etc and even labled "The Next Mortal Kombat" at times with all the violence, fatalities, brutalness, darkness etc...Also having not only blood, dismemberment, mature themes but also a fatality system of their own called "Thrill Kills" at the end of the match. This game however was up to 4 players besides just 2.

Primal Rage-Causing controversy of it's own....lol made by Midway(again same people who made MK, WG and Mace and originally published KI) had controversy over the rating, originally rated "T" but people who complained put it in the MK group of "M" rated games...there was a blood, no blood option, gore/no gore and yet again another game to have a fatality option where you can kill your foe at the end of the match. The one that caused controversy was the "Golden Shower Fatality" edited and replaced in the SNES version...lol

War Gods-Also made by Midway lol and sort of a 3D test game for MK4...but that aside, War Gods was yet another game that much like MK, had blood, gore and Fatalities some of which on par with MK's and caused a riff...

Mace The Dark Ages-Bloody, dark and played similar to MK4 and WG's and Bio Freaks a bit, also had Finishing moves known as "Execution Moves" for N64, was going to be made for PSX but never released apparently.
Time Killers-Plays Similar to MK and once again another fighter with blood, gore and Fatalities and having some gameplay methods similar to SF II. With attack buttons reminisent to that of BloodStorm and Tekken at times.

Bio-Freaks-Similar to both MK and Time Killers, it had Fatalities some of which involving removing limbs in mid battle as well as "fatalities" like MK and somewhat similar to Time Killers.

Blood Storm-Ironically labled "The potential MK Killer" but failed badly...was yet another game trying to compete with MK especially with the violence, fatality factor but didn't....Was an arcade game that had blood, fatalities similar to MK and tried to use minor parodies at MK and also tried copying MK with it's share of "game secrets" that MK was known for. This made no difference as the game ultimately failed and a sequel was never made.
Deadliest Warrior:The Game-Based off the TV show but plays similar to MK with death moves, finishing ones and blood with weapons in a fighting game form.
Bushido Blade-Has blood, weapons and violence and death moves only thing is unlike every other fighter...this one has no health meter
Fighting Games Inspired by both SF and MK-
Although I listed them already for each group, I'd like to add
Soul Calibur 4(with it's darker tone and "Critical Finishers" as an obvious idea from MK's Fatalities and SF's super moves which Namco even admitted.
Bloody Roar-I'm sure the idea was caught from MK's animalities if you think about it but implemented differently, yet had meters like SF.
Feel free to post others you guys think are similar, inspired or flat out biteoffs of both SF and MK for whatever reasons.
