Yes it can hit you when you're jumping aswell as crouching and it's range is sweep to about half screen.

They probably could be closer then sweep. It works just out of punch range.

Guestimate of the TKS collision area:

Blue is the hittable box. If you perform it right off the bat it barely touches Scorpion inbetween his stance frames, in which the box width varies per frame.
