Of course Omega Shenron & Dabura are top tier. I remember having to deal with those two. Great Saiyaman & Krillin were my best. Still are.

It's actually mostly similar, outside of a lot of the animations. It's a lot better...more mobility options, ultimates outside of hyper mode, real-time ultimates, more applicable stun system, special cancels off any normal, more usage of nullification frames (Budokai's armor), etc. It's a lot better, but the stun mechanic doesn't decrease over time, and real-time ultimates are very sparing.
can you break the game down in one post? lol I am interested actually why would for example kid buu not be top tier? he seemed to have more ki and be very fast. I really wanted to play as vegito in the game but you couldn't pick the character from the characters select screen, his spirit cannon and final kamehameha, vegeta GT's final flash were one of the most godlike specials ive seen in fighting games.
Budokai 3 Kid Buu was plagued by slow starters. Being fast strings-wise was a must in that game. His jab being so slow meant his defensive game was pretty low tier, and he could be beaten to the punch really easily. He had really good range on it, however.
Piccolo, Cell and Omega are still top tier. Piccolo was the best zoner in the game with all of his long-reach strings. Omega Shenron's offense was massively unpredictable, and he had great reach due to his size. Cell had the best jab in the game alongside a strong mid-range game and the best combo ender in the game. Dabura is still in contention for top, but people aren't entirely sure. Bardock moved up shortly before the game really died out, and is arguably top tier, as well.
The exclusion of Uub is most surprising in IW. He had a pretty important role in GT and he was badass. If only these games had the character selection of the Tenkaichi games. Minus pointless ones like Yaijirobe (sorry fans of his, but it's true).
The baselines were a huge factor, but Kid Buu's starter problems were a huge factor in B3. In IW, he's a little better, though, due to hidden missiles lol. They literally function exactly like hidden missiles in that they still stay active once fired.
Speaking of Tenkaichi, 2 is actually pretty solid. Very playable compared to the rest of the games. Only Raging Blast 2 actually compares.
Shin Budokai was so deep in comparison to Budokai 3, and it's sad to see it not get a third installation.
