How do you balance a full screen God? Their answer to that might have been "nerf his frames up close". If he has a lot of gaps in his strings, he'll be at a disadvantage when close to the opponent and yeah, that could certainly be by design.
It's not like every other character has an Omega Beam super that they can control.

from what I tested its at least -4 , but not so bad as to be -10 , I tested this by setting the CPU to reversal throw and alwasy block and reveral set to random (since 22 doesnt jail they will try to mash reversal between the string and get hit if you dont) . On 22 blocked if you hit d1 the throw beats you out. but if on blocked 22 you hit up you can just before the throw connects . idk the prejump frames but if it was actually -14 we would be getting thrown.What do you think it is if not -14?
