I agree with MasterHavik....we don't need a UMK9, or else NRS will look like a follower of capcom with ~$30-$40 "updates"
Right now the game is pretty balanced. Almost every character can compete, with the outliers being Stryker, Sheeva, and Quan-Chi(crap characters mostly), with Kung Lao and Raiden(top tier, though with the patches this is going down....). These characters are probably the only ones with the need of balancing patches, versus glitch patching.
But yes, as HurlingDervish said, there is many, many strings for lower tier characters that are near useless, with nothing to combo into, sometimes not even a grab. And then there's, arguably, the worst button mapping of all special moves: CSZ's medium bomb. I can't think of any other bad button mapping for other character(Maybe Shang Tsung's close ground fireball....but it's still usable). But otherwise, the game is fairly good. I have less issues with this game's balance vs. the button mapping, but then again, nobody I play with uses the broken low tier and broken high tier.
