block cancelling

if someone is sitting there spamming HP, and every time you try to special them, they block, does that mean they are cancelling with block? whats a good way to counter that

Unfortunately, if the person holds back and down while doing it he can block the sweep. What I do if he's a ninja, throw a projectile at him and then hold block, after you do it he might think you're going to throw another one and then teleport. Which could lead to quite the damaging punisher depending on your character
