A question About a villain in the Batman Series.

This has been bugging me for a long time now, but i seem to remember a certain character that was a victim of the Joker who ended up pretty much dropping him into a vat of chemicals to make him end up like himself. However the guy was exposed to either a much longer time or the stuff was more potent than what the Joker himself was exposed to and because of it, the joker literally created a monster....Does Anyone know who that guy was?? i think he ran around in his underwear or something and had one of those poofy scarves xD
