Question - Hollywood +3 to +16 on Nut Punch Frame Data?

Apologies, if this was already mentioned elsewhere, etc, yet I was just watching Sonic Fox's latest Twitch channel tonight and he mentioned that the way he does the nut punch, it makes it +3 to +16 by itself (+19 if hit on the highest point in a combo). I have not seen or heard this before until now.

I just picked up Cassie HW the past two weeks and I'm having loads of fun with this character and personally would not like to see her changed, as I think she is fine, as she is already.

yeah you can make it vary from like +1 all the way to +20 or more.
