No actually they even had batman recently admit that the only reason he could ever beat superman is because superman holds back on him every time, also they have fought 7 times in canon comics and superman has won each of them

i don't know his top speed in a canon comic setting. but if he can run faster than the spped of light than am guessing accelerating particles at that speed would either one create a black hole, or two send his/her atoms to another dimension lol but am not physicist. that just my idea of what would happen, plus physics say that matter cannot travel at the speed of light, so maybe they are wrong or flash somehow runs so fast he isn't matter anymore for a short period of time.
well if the flash could throw a rock at lightspeed then every single time he did that we would cause a mini nuclear explosion as explained by http://what-if.xkcd.com/1/ that would be insane LOL he could destroy earth if he wanted to. but LBSH the flash is insane and isdownplayed in every single comic, movie, cartoon and video game ever lol

He was like that in the comics too, it was part of Wally's character development, he started off as a jokester but then had to take barry's place when he died and became flash, nobody accepted him as flash during his first few years as the new flash so he became egotistical and very aggresive, as he mellowed because he grew up he became a good in between of both of those and became an even better flash then barry
