If you look at his tweets before those you'll see that he tweeted fans wanted more than 4 for MK9. He also said they don't want to leave people hanging like they did with MK9. He then said the FIRST 4 DLC characters will be playable at E3. An ADDITIONAL means adding on to the first 4. I rest my case.

I sure hope so. The fan request part pretty much seals MMH in my mind at least. I'm hoping there are three more characters that accompany him that we haven't heard or seen in a poll.
