Well he does seem pretty much like a fancy big headed sissy boy in the comics/cartoons too in a lot of versions I've seen. I don't see what's so off about it in this.

It is really up to the artist interpritation and I would say it is 50/50 on how he is presented, sometimes he looks really prissy and sometimes he looks badass, but in his most recent version in the new 52 he looks badass
