Well, you already know that u+3~b,f+3 is extremely unsafe. Stand alone b,f+3 should be punishable by Reptile's b,f+2 (whiffs), b,f+2 (connects). I believe it is that horrible. d,b+3 (land in front) is also punishable by Reptile's b,f+2 if you can react to it. Skull Ball's recovery is very fast. Better than Kano's Knife, in fact. So, Quan Chi wins the projectile war. It's best to approach Quan Chi carefully, knock him down, and never let him go. If Bradys opinion was that Quan Chi was A+ tier then everyone would be talking about what a great character with great, hit confirmable strings into trance he has. How difficult he is to play against and all the potential he has in the hands of a great player...Instead Brady says Quan is bottom tier. So REO just bodied a very good player using an S tier character because of "gimmicks"? I dont buy it and I dont buy that Quan Chi is any less than upper mid tier.
